"Target" instead of "Victim"

A lot of the existing coverage of cyber flashing incidents label those who received unwanted images as "victims". Although this is not a deliberate attempt to permanently stigmatise these people, that can often be the case. As pointed out by Gaggle, naming the target of bullying, defines the person as powerless and suggests that they have something to be ashamed of. The same applies to anyone who has experienced harassment, in any form.

Within No Flashing Matter, I will be making a conscious effort to use more neutral terms, in particular choosing "target" instead of "victim". I hope in doing so I can help to begin to help remove some of the blame that is so often placed on the person involved. Being labelled as a "victim" could prevent someone who's experienced assault in any form from coming forward and reporting the incident to the police, it also ensures that they aren't defined completely by what happened to them. These people are not helpless and they are not to blame, therefore we should not label them as such.
